Outlook Express slow!

I have a friend with a problem. They are using Win XP Home, hooked up to a cable modem. Every time they use outlook express, it takes about 5 minutes to open an email. I have been trying to find an answer on the Microsoft support page, but I am not finding a specific answer. We have tried everything. We even did a reinstall, and it is still doing it. Any suggestions would be appreciated.
