Question PC doesn't turn on when GPU is installed, but works perfectly when GPU is not installed ?

I got this problem yesterday (see video down), few hours before that everything worked normally. Removing GPU from PC fixes this problem.

I tried this GPU in another PC and same thing happened, PC is not turning on and there is no motherboard troubleshooting lights or code displayed.

It seems that GPU is dead but how can dead GPU cause limited power delivered to motherboard (RAM RGB working but troubleshooting lights not working). Does anyone know what can be dead on GPU to cause this and is that something that can be fixed or should I start looking into new GPU?

GPU in question here is RTX 3080 and power supply is 2 year old 1000W Antec Signature Titanium (using Seasonic PSUs and still have 10 more years of warranty) but I don't think it's issue with PSU
