I built my PC a year ago and haven't had this issue until recently when I reinstalled Windows 11.
Everytime I either restart or Shut Down my PC it just hangs with the DRAM light on my motherboard being lit up; until I ultimately have to hold down the power button to hard shut down.
What could be causing this and how would I fix it? I've already tried a few ways to remedy this such as, clearing the CMOS, turning off EXPO, reseating the RAM and reseating the CPU.
