Question PC Not Working

Hi, I just finished building my first pc and when I go to turn it on, the fans slightly spin and stop continuously and the face on the side of my motherboard flashes. The display doesn’t show either. I also hear a clicking noise near my power supply.

• the led indicator on my gpu is on
• the motherboard led is not on
• the power switch works properly
• my fans are connected to a controller which are connected to the psu

I’m not sure at all what’s the cause of this problem. I think it’s either the psu or the motherboard. Any help at all helps. Thanks

Msi h310m gaming plus
Asus Radeon rx 570 4gb
Dolgix 2x 4gb ddr4 ram 2133mhz
WD 500 gb hd (not an ssd)
3x uphere rgb fans w sata controller
Xfx 550w psu P1550BBEFX

Suggest not using memory modules purchased as Single Modules, instead buy kit of two.
Intel i3 9100f
Supported memory: DDR4-2400

Do you think that would help it start the ram sticks are only 2133mhz?
