Question Pc power-on but doesn't boot and ez debug is red

My PC was working well, then I take off the GPU and put it again. But it doesn't work.

CPU, VGA AND BOOT EZ debug lights is always red.

I long bress the power button but it doesn't shut down. And so the reboot button.

I reflashed the bios with flash button. But it still not working.

My PC: Ryzen 5 1600, rx580 8gb, b450 gaming pro carbon ac, 16gb 3200ram (2*8), psu gigabyte p650b.

No I didn't. And I don't know how to do this on my board.

Unplug your computer.
Remove the motherboards coin battery for at least 30 seconds.
Put the battery back in, plug the computer back in and reboot.

The pc worked for a while then no signal appeared and the power button did not function.
I Unplug the pc and the problem appeared again

Please, could you tell me what is the problem?
Sometimes the ez debug cpu and boot only. And sometimes it's the cpu, VGA and boot
