PC restarts, CPU-GPU not overheating. HELP PLS!

Hi guys? I have a problem with my PC, it restarts without overheating the CPU and GPU.
I have 1 week old i7 4790k and 1 week old MoBo Gigabyte Z97m D3H.
I have 8 months old Zotac GTX 970 and 8 old months Corsair VS650.
And also an 8 years old hdd 500GB Seagate.
CPU-GPU not overheating. (basically temperatures of both when in IDLE mode and in GAME MODE ranges only between 40°C-50°C)
I already tried reformatting my Hard drive (twice) and reinstalling drivers (twice)
I updated my BIOS from F7 to F8 (based on the website of my MoBo)
I also updated my GPU driver.
This is the scenario..
Everytime I open a game (such as Assassins Creed Unity, Witcher 3), my PC restarts. Sometimes when I am only using google chrome it also restarts randomly.
Some said its because of my GPU, but its not overheating (same with my Processor) and I tried my GPU with my old PC and I managed to play AC unity there, but its laggy because my old Processor is low.
I also tried not to insert my GPU in my new MoBo and tried using the Built-in videorcard , and it works, I managed to play the AC unity there but its laggy. I used my PC (with i7 4790k/gigabyte z97m) without the GTX 970, and I used it for 1 day, I just used Google Chrome and it still restarts.
I am using my Pc for 3 days now without the GPU and so far I already encountered 4 restarts.
So what do you think guys was the problem?
I am very confused what was the problem here.
My friend said that it my be my PSU or Hard Drive.
But is there a possibility that my hard drive can cause my PC to restart everytime I open up a game?

Looks to me like your Voltages are out of allowed ranges

Looks to be a clear PSU issue if im not mistaken. You need a new PSU and you will be fine.


So my CPU, GPU, MoBo, HDD, are safe ?
 
Without being able to test or swap out your components, you can't be 100 percent sure it isn't something else. But the fact that you are having frequent restarts and combined with that PSU lead me to suspect the PSU is at fault. I would start there. Even if it turns out not to be the problem, replacing it is not a bad idea. You should really use a Tier 1 or 2 from Tom's PSU Tiers Chart.

ok sir, I will try to test other components. but sir, if PSU was the problem, is that means that my PSU cant handle my new mobo and processor? and cant even more handle when my gtx 970 is added?
 


So, if I change my PSU with a good one.. i can now play any games without restarts?
 



If your PSU is marginal, it may have worked OK in your old system, but with the added load of the new system, it is not able to supply the correct voltages.

But is my PSU damaged ? or its just not enough for my new system? because if its not damaged, maybe i can sell it to someone. and Thanks for your help!
 


You mean in the condition of my PSU to my new system.. It should not probably boot?
 


im always stealing fans from my old psu's Gpu's and Cpu coolers haha, my pc has so many fans, I think around 6 or 7. They are all performance corsair fans though. I use the other fans and splice them to usb's and my own mods that I hookup to a little laptop i have and my xbox aswell as i have around 3 lined up and hooked up behind my entertainment center to pump the heat out
 


is my PSU really a junk? because its just 8 months old, hmm im just thinking if lower systems can use my PSU?..
but if its really a junk now, then i will junk it as you said.
