[SOLVED] PC shutdown and Boot Problem

So, the thing is, my pc got jolted via lan cable. Router litterally blew up, i presume it was a lightning strike.
Motherboard died, GPU died, everything else survived.
Now MSI has replaced motherboard and i had fixed my old GPU(there was no display problem).
New Problem:- When i Restart or shudown my pc it doesn't do it. Cpu fan stays on indefinitly, i have to pull the plug to make it stop.
But then it doesn't boot up, cpu ,gpu fan moves indefinitely , i clear CMOS right away 'dosent work' but after some time an hour or so, it works just fine.
So i am clueless here what is happening, can anybody help?........

Yeah I did do a fresh window installation, but it doesn't matter because it is not even posting.
Specs are r5 1600, msi a320m, gpu-amd r7-260x which is recently repaired as I mentioned. .
