Pc starts but doesn't work

Hi i bought some new pc parts and build myself a new pc. I put all together and it started the pc but it didn't boot, my gpu wasn't recognized, my case fan an cpu fan aren't working. After i clicked the on button my front two fans start spinning but my exhaust fan wouldn't also my cpu fan doesn't work. The mobo, fans, gpu, psu and case are all brand new. When the front fans where running and the pc was not working i tried to turn the pc off, but the on/off button didn't work and the reset button also didn't work.

Specs:
CPU: intel core i5 4660
GPU: Gigabyte NVidia GTX 1050ti
MOBO: asrock fatality killer z97
PSU: thermaltake smart se 730w
CPU fan: Cooler Master Hyper TX3i

Hope someone can help me.

Either it wasn't put together right, there is some DOA part or wrong BIOS version.
