Pc stuck on "welcome" screen

Hello,
I have a Dell Inspiron with Windows Vista Home Premium. Keeps sticking on "welcome " screen, for up to 30 minutes. I try switching off and rebooting but it makes no difference most of the time. Sometimes I get lucky and it starts quite quickly. Guy at BT helped me remove some programmes running at start up but it hasn't really made a difference. Any ideas?

Does the problem happen in safe mode(press F8 on startup and choose safe mode)? Then Right click on computer C. select properties / tools / error checking.Tick the box to check system files. You may have to restart the computer. If this does not fix it you may have to stop things starting with the computer using MSCONFIG. Come back if error checking does not cure it and you will get help on using msconfig.
