Hi all. 
Well as the title says it I have a new PC and in the past few months it has been stuttering at random moments either while playing games or watching videos or while doing both.
I have a dual monitor setup so I tend to play and watch videos at the same time allot but this also happens while only doing one of those things at times.
Here are my PC specs:
Ryzen 9 5900x
Nvidia RTX 3090 (By Colorful iGame)
Corsair Vengeance 64 GB DDR4 Ram at 3600 MHz (x2 32GB)
Gigabyte 1 TB Gen 4 NVME (X2)
Asrock x570 Steel Legend Motherboard.
Corsair RM1000X Fully Modular 80+ Gold Power Supply
Cougar Aqua 360 MM Liqud Cooler for the CPU
Windows 10 Pro
I'd really appriciate any insight onto what the problem may be and how to fix it.
