[SOLVED] PC weirdly goes into a rapid on/off loop

Hi everyone!

My rig seems to randomly restart rapidly in a loop after a few seconds I turn it on, almost like flickering (led flickers along with the sudden fan noise ramps and each lasts between a few hundred milliseconds to a few seconds). Sometimes it successfully loads into Windows before entering the loop, sometimes it won't even post and just go straight to the loop. I don't think it's a cable problem since it seems to always finish a post after removing a component/shuffling the ram, then it starts the loop after.

Here's what I've already done so far:
  • Reseat ram and gpu
  • Recheck cable connections
  • Cycled cmos battery
  • Boot without gpu, ssd, and all peripherals unplugged
EDIT:
All 4 ram slots are occupied.

SPECS:
CPU: Ryzen 3 1300x
Mobo: Asus Strix B450-f
Ram: G.Skill TridentZ RGB
Drives: Samsung 860 evo + WD Blue HDD
GPU:Asus TUF GTX 1660 Super (3 fan)
PSU: Cougar VTX 600w
OS: Windows 10 Pro

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:

Can you get into the BIOS for your motherboard? As for the rams, please mention which slots they're populating on the motherboard.

Hi, thanks for the response! I've edited the post accordingly.

I can sometimes go into BIOS but it just randomly enters into the loop shortly after so I can't really do anything within it.

Sometimes Bios is confused because it can't recognize or read your SPD (Serial Presence Detect) and so goes into a loop trying to train your RAM for a safe set of Timings and voltage. It will do this 2-3 times then attempt a boot or shut down.

Your G.Skill modules will have a Part/No printed on the modules or packaging.
Similar to F4-3200C14D-16GTZR. Please list to check for a mismatch and what can be done.
You may have to alter or set Timings and voltage manually in Bios.

I tried booting without a ram and it won't even finish the memory error beep sequence. Same goes without the gpu and drives. It's like flickering interrupting the beeps.
I'll still recheck and list the ram though as you suggested, thanks a lot!
