Ok here is the summary of what I have going on. My PC will not stop BSOD or freezing.

Getting Kernel Security Check Failure, Machine Check Exception, and lots and lots of Whea Uncorrectable Error. More often now I'm getting straight hard freezing(a lot). This normally happens when I'm on Chrome or YouTube or doing a paper. Very very rarely BSOD or freezes when Gaming under load.

Specs (currently):
MOBO
- ASUS Maximus Hero XI wifi
CPU- Intel i7-7900k
GPU- Nividia GTX 1070
Ram- 2x16gb
PSU- Corsair RM1000x

Now here are the things I've done to try to figure this out:
  1. sfc /scannow
  2. Chkdsk
  3. new PSU rm1000x from 750
  4. Had a newer graphics card, now its refunded
  5. Converted to SSD from HDD
  6. Had 4x8GB ram, now 2x16GB
  7. changed my cpu cooler to a water cooler (I made sure it has sufficient pumping and cooling)
  8. Updated bios
  9. removed overclocking
  10. Fresh reinstall of Windows
  11. asked people to debug minidumps for me
  12. CPU doesn't overheat
  13. checked driver faults(nothing)
Things I haven't done(to my knowledge)
  1. Memtest
  2. New CPU (yeesh)
  3. New motherboard (double yeesh)
I'm basically building a new pc with everything I'm doing to this damn thing. I love PC man, but seriously I'm on the edge of giving up.

Build a PC they said. It's better they said. :'(
 
Solution
Update:

-Installed a new motherboard (ASUS ROG Strix Z390-E). Sent my previous MoBo to Asus to get checked.
-So far 10 days w/out BSOD or freezing. Completely stable experience with no problems so far.
-Same CPU and other hardware when installed. Just swapped MoBo.

Knock on wood.

I built my own pc. I did a fresh install of windows deleting everything and everything outlined in my post.

I still am getting BSODS.
On the last Reliability Monitor, it showed that windows had stopped working. I don't know why.
