Question PC won't boot with Ethernet plugged in.

As stated in the title, for months this ongoing problem has been really bugging me, if my ethernet is plugged into my motherboard, the computer won't boot, it won't even get to the bios splash.
All it shows is the image below.

I've read online about disabling PXE boot and Fast Boot, which I have tried but to no avail.
The only way this is solved is by disabling my ethernet adapter from the bios, but by doing that, I dont have any internet via ethernet when windows is loaded.

I have a TPLink PCI-E wifi adapter and I'm using a 20m cat6a cable.
But i didn't think those would make a difference. If anyone has any other viable solutions, please let me know.

RAM: Corsair Vengeance 16GB CL10 1600mhz
CPU: Intel i5 4690K
GPU: Zotac AMP 980ti
PSU: Corsair RM1000
HDD: WD green 120gb m.2/500gb samsung 750 evo/1TB WD green 5400/2TB Seagate SSHD

Have you tried pulling the gpu and using onboard graphics with the wifi adapter in. I'm thinking maybe you have a pcie lane problem. And what happens if you start your system and then add in the wifi card?

Also what os are you running? And what bios number are you on?

Do you know if you might be using a crossover cable rather than a proper straight through Ethernet cable? Check the wire colour order. If different on either end, that's your issue

This is almost 2 years old.
Hopefully he has resolved the issue by now.
