PC won't go past startup screen after GPU upgrade.

I ordered a "new" graphics card off the internet to replace my terrible GeForce GT 610, The card I ordered is an OEM AMD Radeon HD 7570 1GB GDDR5 card. It is undamaged. The problem I am having is it puts a picture just fine into the display just fine, I can go into the BIOS and the Dell boot screen just fine, and the fans spin up without a problem, but when I get to the Windows 10 boot screen, nothing happens. It just stays stuck on the Windows logo, unchanging, and I don't know what to do, could somebody please help me?

Of course it gets stuck if you didn't change drivers for GPU.
Do you still have old one or can boot from onboard graphics ?
If yes on either question you need to download and use: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html to uninstall and clean old drivers after which you can install proper drivers for your new card.
