I just don't know... All I remember was shutting down the PC to remove the AIO Cooler to apply new thermal paste. After I turned it back on it wouldn't boot. At first I thought it was the Mobo. So I Rma'd for a new one . Still wouldn't post. I RMA'd the CPU, PSU, and a different memory sticks. Flash latest bios, Hard CMOS reset, using stock cooler. Unplugged boot devices and GPU. I tried everything and it still wont post.

Specs: Ryzen R5 3600
Enermax Aquafusion 240mm
MSI B450M GAMING PLUS
16gb XPG Spectrix D41 (3000mhz)
RTX 2060 SUPER
1 TB HDD Western Digital
Samsung 970 nvme 250gb
Corsair CX (Green Model) 750w

Solution
So after installing a different motherboard (Asrock b450m Steel Legend) everything seems to be booting fine with no issues. I guess I was just unlucky having 2 defective MSI boards. You'd think with the RMA that the replacement would work 90% of the time. Guess im staying away from MSI low-mid range boards for a while.

When someone says a system won't post, I interpret that to mean the fans come on, lights come on, but nothing or an error on the monitor. Your motherboard includes an EZ debug LED indicator ... what does that show? (page 17 of the owners manual)

You say you have replaced the MB, CPU, RAM, and PSU (all the main components) and it still won't POST ... kinda sounds like a bad cable or something really wonky going on. Will it POST if you remove the GPU?

Fhe EZ Debug indicates its the CPU even after I installed a brand new one. The motherboard was also replaced but still the same model. I tried booting it without the GPU and boot devices. Still no luck.. I've exhausted all options... I just ordered a mobo from a different brand. Ill see if it will POST then.

The MSI B450M GAMING PLUS doesn't come out of the box ready for the Ryzen 5 3600. You need a BIOS update.

That's why it doesn't post and you have the EZ Debug CPU code.

Unless the motherboard has a "MAX" in it's name a BIOS update is required.
My first two boards had Ryzen 3000 Ready. I never had to update the first one as it worked straight out the box. It was working fine for a month until recently. I already flashed the bios for the replacement board and it didn't make a difference.

Might be your cooler and the way you install it.

I deleted my comment because I did not see you flashed your BIOS already. :)

Possibly. Whats weird is when I first installed the AIO the PC would boot first try no problems. It was after I turned my PC off a couple days later to apply new thermal paste. I tried turning it on with the stock cooler, no effect. I just ordered a Asrock b450m Steel Legend. Im going to breadboard it with the stock cooler installed first. It would be hard to believe its a CPU issue as I replaced it with a brand new one and memory as well

You might want to loosen the AIO a bit. I know that too much pressure on a CPU can cause it not to boot.

Could cause the memory controller to not function properly. Could cause the system to not boot. Could dmg the CPU or bend pins.

Just check in case you did screw that AIO too tight.

Yea I already removed the AIO to further isolate the issue. When I did have it installed I did try loosening it but it still didn't work. Saw no bent pins even on the old one. Like how likely is it that MSI sent me 2 defective boards? I don't think that's common.
