Question PC won't start with GPU plugged in

my GPU does not want to work with everything, If I have my motherboard and CPU plugged into the PSU it works, but when I put my PCIe and GPU into it, it does not power on and gives me 3 blinking red leds in the top left corner. That is like flashback led I think..anyways, here's my story.

Yesterday I was playing a good ole game of rocket league and my PC died without warning, and with no response.
Every time I tried to power it up, I heard a little pop and I knew it was the PSU so I replaced my old PSU (Corsair TX550M) with a new PSU (Seasonic Focus Plus 650w platinum). I installed everything and ran into a problem. The flashback light in my motherboard blinked 3 times every time I tried to start it up. So I tinkered and I found my motherboard and CPU could start up with the power supply, but as soon as I put the GPU in it didn't work and did the blink thing on my motherboard.

I am very confused, I am not sure whether it is the PSU, maybe it's not powerful enough, Maybe is over voltage protecting? I don't think it is the motherboard or cpu because both work fine.

Someone please help me so I can make the right choice on getting another PSU/GPU or fixing whatever may be the problem

CPU Ryzen 5 2600 3.4ghz
RAM Team Vulcan 16 gb ddr4
CPU cooler Evga clc 120
SSD 512 gb
Case (idk if you need this) NZXT H500 black and blue

All my plugs are properly plugged in, and I reseated my graphics card so it's definitely not that.
