Question Picture misalignment - Vertical Tearing (?)

Monitor: Dell S2716DG
GPU: GTX 1070
Connected via Display-Port

The monitor is new and I'm hoping this is something simple because I hate returning stuff...

So I'm not sure what to call this (making it difficult to search for) but it's like a vertical tear. The picture is cut in half, part of the middle is removed and spliced back together. See picture (the white blob in the middle is supposed to be a cursor... it's literally missing several rows of stuff).

So I turned off the monitor and turned it back on and the problem went away.

It has done it twice now.

I reinstalled drivers and I ran Furmark in both 1080p and1440p to see if i could reproduce it but no luck on reproducing it.

What could be causing and should I assume that it's "fixed"? I'm hoping it's something simple I'm overlooking. Thanks.

More info: I was able to reproduce it launching a game.

So it looks like the strip of picture it's removing from the middle of the screen (notice the vertical part of the crosshair is missing) actually shows up on the far right. (As I type this, the 'w' in the word 'shows' appears as 'shovs' on my screen...)

Instead of turning the monitor off and on again, I reseated the cable at the video card side. Now I'm back to not being able to reproduce it.

Has anyone had a cable that resulted in this behavior before? This is frustrating that it's doing intermittently.
