Question Pixel issues at edge of monitor screen ?

System Specifications :
Monitor : ACER XV240Y
CPU : Ryzen 5 3600X
RAM : XPG D50 2x8GB 3600MHz
Motherboard : TUF B450M Pro S
GPU : RX6600XT
PSU : 550W Bronze

Note : Monitor is ACER XV240Y connected to an RX 6600 XT through DP (running dual monitors).
The monitor was working perfectly until this morning.

Problem : When the monitor is powered on, a thin line of what appears to be stuck pixels will appear after some time (3s). This specific area located on the bottom edge of the screen will have distorted colors. When the cursor is dragged across the area, a white trail will appear following the cursor. After some time, the effects will be reduced. I identified that it is definitely a hardware problem as screenshots of the affected area do not show any irregularities.

Just wanted to get some opinions of this matter from anyone that has encountered this specific issue before as I have found that flipping the monitor and using flipped landscape dramatically reduces its effect as the problematic pixels are now located at the top of the screen. Possible dead/stuck pixels affecting the whole row?
