i installed the MSI GAMING APP and clicked on the gaming mode it told me to restart and i did i came back about 15 minutes later and it was still on loading windows, i didnt think much about it but i became frustrated but i have no clue where to go.

I can boot into my bios
I tried booting into the disk
I booted into the disk and got the same result.

what can i do?

i have a MSI gaming x470
Ryzen 5 2600x
MSI gtx 1060 gaming x 6gb

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB - if you don't have it already. Just need for boot disk

Lets see if running system restore will fix it
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
Choose system restore
pick a recent date (if there is one)
PC will roll settings back to that date and restart PC

Good luck booting into safe mode... its turned off at boot by default in win 10 due to security concerns. Only ways to get to safe mode from boot are to have set it up to let you before the restart, or booting into Windows recovery from the login screen, and he has neither

Safe mode an unlikely choice booting off USB.
