Please HELP me to choose a NEW CPU!!

I have been researching for a little while now and have possibly narrowed the field to 4 cpu choices (unless you all add more:). These choices should based upon a Non-gamer platform that instead needs multitasking capabilities with some minor video editing and Photoshop with the capability to run multiple monitors. I do have a holdover GPU from last system that works fine with my current set up 1024MB ATI AMD Radeon HD 7700 Series (MSI). I do also have 8gb of 1066 DDR3 left over as well.

**All will be priced with Motherboard and 16 gb of RAM.

1. Core I5 6400 2.7GHz $341
2. Xeon 1231-v3 3.4GHz $354 ($302 w/existing 8gb RAM)
3. Xeon E3 1230 3.4GHz $442
4. Core I7 6700 3.4GHz $430

With these choices do I have a cooler fan included or do I buy that separate?
Also will there be a need for more than 16gb of RAM on any of these?

Xeon E3s are pretty much the same as the i7 CPUs from the same generation. They do not support anymore RAM than the i7 from that generation. They support ECC, but not more. Xeon E5 support vastly more RAM, and their cost reflects that.

i7-6700 supports 64GB ram vs e3-1231v3 supporting 32GB
Faster bus speed (DMI 3.0 vs DMI 2.0)

H170 has double the number of PCIe lanes from the PCH when compared to H97
PCH PCIe lanes are 3.0 rather than 2.0.
Greater maximum number of USB 3 ports on H170 than H97
Vt-d support on H170, not on h97 (Most people won't care about this unless you are running a large virtual environment and need to pass through peripherals)
