Question Please help me understand my Pingplotter traceroute results

For the last month and a half I've been experiencing major packet loss, high jitter and high latency while gaming. When I phone my ISP (BellMTS) they say they see errors in the line and suggest sending out a tech to fix the errors. I've had 3 techs come out in the last month and each of them haven't been able to find any errors that would be causing the packet loss. I have yet ANOTHER tech coming out on Tuesday and don't expect anything to change. I've ran a Pingplotter traceroute to google and here are my results: https://share.pingplotter.com/czUMEvsfkAb

What does this mean? Would sharing this information with a tech help at all?
 
Tried setting dns to 8.8.8.8? In adapter settings?
Flushing dns?
Is it just pc problem or router?

Both of those things were some of the first things I tried when these problems first started. I've ruled out my PC being the problem as I get similar results on my brother's PC and my laptop. I figured it might be a router problem so I upgraded to an Ubiquiti Edgerouter X from an old Asus N66U and the problems still persist.
