According to Userbenchmark, my PC is performing well below what it should be.
"Overall this PC is performing below expectations (25th percentile). This means that out of 100 PCs with exactly the same components, 75 performed better."
If at all, I'd appreciate any and all help anyone could give me.
Thanks in advance.

Do you have a Best Buy or B & H near you? A PC repair shop?
Apparently, Walmart and Target carry some, but I've never seen it in any of the ones near me.

One more question is it worth buying a new CPU something like i7-9700k? To play games on better fps
Not compatible with your current motherboard. Even knowing that, it's not going to be cheap to do. For example:
PCPartPicker Part List

CPU: Intel Core i7-9700K 3.6 GHz 8-Core Processor ($384.99 @ B&H)
CPU Cooler: be quiet! Dark Rock 4 CPU Cooler ($69.90 @ B&H)
Motherboard: Asus TUF Z390-PRO GAMING ATX LGA1151 Motherboard ($169.99 @ B&H)
Memory: GeIL EVO SPEAR 16 GB (2 x 8 GB) DDR4-3000 Memory ($63.99 @...

1)You had a little extra background activity going on during the benchmark. Was anything else running alongside it?

2)Cpu: 1.25ghz turbo clock. Suspect thermal throttling.
What is the cpu cooler?

3)XMP not enabled in bios.
1)No there wasnt anything else running alongside it.

2)cpu cooler-intel E97378-001

3) where can i enable XMP?

The old stock cooler huh? What do cpu temps look like? You can use HWINFO or Intel XTU.
Do you have any thermal paste on hand, as you will need to try remounting the cooler - and cleaning it out if you haven't done so in a while.
Does the cooler's fan still work?

XMP: I will go and look up the online manual and get back to you on how.

Intel XTU: https://downloadcenter.intel.com/download/24075/Intel-Extreme-Tuning-Utility-Intel-XTU
HWINFO: https://www.hwinfo.com/

You NEED thermal paste. Without it, there are air pockets in the microscopic imperfections in the cpu cooler base and the cpu IHS trapping heat and causing temps to increase.
Thermal paste is needed to fill in those gaps.

I think it's best if you keep the PC off until you can get more.
My CPU temperuter is 91 degrees. Is that BAD?
