[SOLVED] Poor gaming performance

PC SPECS -
Ryzen 7 2700,
ROG STRIX B450-F,
ROG STRIX 2070 A8G,
Trident Z RGB 2x8 3200,
1 TB Seagate Barracuda,
256 GB In land Professional SSD
Forgot Power supply but its something like a 650 watt coolermaster.

If you click on the imgur link I posted you can see 2 games that I play with my usage being extremely low, even going down as low as 10% giving me 11 FPS but because I have a RTX 2070 I would have assume I could run a game that came out in 2015. Most Games run like this, I'm not even able to run a twitch stream and CSGO at the same time without me getting 50-60 FPS.
Also for some reason my GPU clockspeed doesn't even go to the boost clock which is at 1900~ but instead stays at around 1400~ which then I have to go into MSI afterburner to set it to 1900~.

No I also update my GPU Drivers and Temps are fine as they tend to stick to the 50-60C (CPU is usually at 60C because I have a stock cooler but I set the Mhz to 3350).

Yes I've already done all the power settings and set them to maximum performance.

The only reasonable game I'm able to run at almost 100% usage is Star Wars Battlefront 2, every other game I own such as Rust, PUBG, ARK, MSF2020, Halo MCC, Arma 3, Borderlands 2, LOL, and COD2019, Escape from Tarkov, Fallout 76, Rainbow 6, GTA 5, Minecraft, I struggle to run on good usage which then would result in bad FPS if the game is harder to run. (games like MSF2020, Fallout 76 I run with 20-30 Frames no matter what graphical setting, I'm able to run both COD and R6 at a reasonable 60-100 FPS depending on the scenario. Most of the other games stated would run at 40-60 FPS with almost 30-40% usage high or low settings and usually the FPS stays the same or can even drop except for League and Minecraft, they would both run around 144, depending on the scenario likewise sometimes dipping to 60 FPS when in the nether.

I bought all the PC parts from Microcenter, all brand new and the PC is also built by me and a friend. The problem has been going on since I got the computer but I didn't really care to much as I was far better than the laptop but realized even some games the laptop would out perform this PC like in GTA.

Any help would be appreciated, if this seems like a hardware problem I'm not really sure who I can send my PC to to take a look at it.

I dont think im gonna be able to do that, 3350 mhz is overclocked considering the base clock speed is 3.2 and I only still have a stock cooler, Im also not sure the performance of the single boosted core compared to all 8 cores being used
It's technically an overclock,a very small one at that, but it will give you lower performance then stock clocks.
You need the single core boosts to get better FPS there is no way around that.

Latest BIOS update for your motherboard? If you have updates pending, gradually work your way to the latest version. Are you on the latest version of Windows 10? We're currently on version 2004. Model for your CoolerMaster PSU? If it's an MWE, id' swap it out to something more reliably built, by something made by Seasonic.

Lastly, have you tried using DDU to uninstall your drivers and reinstalling them with the latest sourced off of Nvidia's support site? Manually install the drivers in an elevated command, i.e Right click installer>Run as Administrator.

I haven't updated my motherboard BIOS as i've read people say that windows does it for me and which means I haven't updated it for longer than a year. I've dont a full DDU, I always install the current windows when it prompts me to on the power options. The power supply is the coolermaster masterwatt 650 semi modular bronze

Well, looks like you have a bit of work to do. Start with a BIOS update(Windows does not updatethe BIOS) . Pay attention as you might have to do incremental updates to the latest.

It looks like your SSD isn't functioning properly. Try a different SATA cable.

Then I'd start updating Windows.

And that PSU is a low quality unit. I think you'd be safer to replace it.

its a low quality ssd that i just got so i can load windows on it, i also cant really upgrade my pc especially if its nto something that needs to be fixed asap. Also I've just updated my BIOS not sure if it is helping or not
 
You have all your CPU cores locked at 3350Mhz which is incredibly bad.
You should be getting at least one or two cores at around 4Ghz.
Go to bios and do a reset to default, if you still have all cores at 3350 you will have to follow a guide to enable PBO so that the CPU can manage its clocks and get you better performance.

Just go into the bios and where it has the multiplier set to auto, just type in 37. Go into windows and use CPUID HWMonitor to view processor package temps. 45-50 at idle is fine, you don't want to see it higher than 80-85 under load.
