Possible power problem

Hi all,

I just replaced my video card and my cpu. I went from a radeon 9000 to a radeon 9800pro and from a xp2000+ to sempron 3000+. I have a generic 400W power supply. The problem is that sometimes i can hear the fans slow down. not a lot, but enough to be noticeable. According to Asus PC Probe, the difference in fan speeds is roughly 120rpm. I also noticed that the +12V part has 12.992 for the value. Is this a result of adding the video card to the power supply? And do I need a better power supply?

Ok so the +12v should not be that high. Anyone know why it does that?

There's definitely lots of choices for a good power supply, but how many watts do I really need in the power supply? I went to the wattage calculator thing and it told me 235 or something like that. I've got:

Sempron 3000+
A7N8X-X
1GB of RAM
Radeon 9800Pro
1 HDD
1 DVD Burner

Ok, I got a new psu, a 480W enermax. But the +12V rail still shows 12.8V. Anyone know what the cause could be? My specs are in the post above.
