Question Power button is lit up but system won't boot.

So I recently built a new PC and after getting everything put together the power button is lit up but when I press it nothing happens. There's no beeps, no lights on the motherboard, no fan spin, nothing.

Specs:
Case: Cooler Master NR200 (Mini ITX)
Motherboard: MSI B450i Pro Wifi
CPU: Ryzen 5 1600
CPU Cooler: Noctua L9a
GPU: Gigabyte GTX 1050ti (three fan version)
Memory: GeiL Evo X 2x8gb DDR4 RAM 3200mhz
Storage: 1x WD 1tb NVME SSD
Case Fans: 3x Noctua NFP12 120mm
PSU: FSP 450W Mini ITX Solutions

So I started by doing the usual things, reseating the RAM and graphics card, checking to see if the power supply is on, I tried another power cord, I tried replugging in the CPU and ATX connectors. Finally I pulled the motherboard and set it up on its box attached to nothing but the basics and I was getting the same issue. I was talking to a friend and he said that if I hear a crackle when I plug the power cord in that means the power supply is probably fine, which did happen. I think it's a dead/defective motherboard but I don't really know?
