Question Power Supply Wattage Constantly Dropping Causing Lower GPU Utilization and Frame Drops

I have been having issues with spikes of fps drops in games I play and after watching MSI afterburner I’ve noticed that in games while my gpu is at 99-100% my wattage is only typically at 330 which already seems way too low and it will drop to 100 causing my GPU utilization to drop which causes massive fps drops. Another oddity which I am not sure if it’s related is pressing keys on my keyboard when not in applications makes windows error noises. I am not sure what to really do about any of this so any kind of advice and help is much appreciated.

GPU - Radeon 7900 XTX

CPU - Ryzen 7 7800x3D

Mother Board - MSI MAG B650 Tomohawk WiFi

Memory - G.Skill Flare X5 Series DDR5 RAM 32 GB (2x16) 6000MT/s

PSU - NZXT C1000

Storage - Crucial P5 Plus 2TB Gen4 NVMe M.2 SSD 6600MB/s

My cpu is only going up to 70 max and gpu 60 max for temperature
