The S12-II is an older, still excellent, platform but because of its age isn't counted as Haswell / Skylake compatible. Both the Evga GS and xfx pro are made by Seasonic, but in this, I'd go with the GS. Evga has the best warranty/service dept of any vendor. Just do the paperwork.
 

Which standards specifically?

The 550watt should be enough even with a R9 380.

I guess some FSP models (Aurum) and Antec EA could also qualify. For sure 550 watts or higher is ideal for the future.

 
The R9 380 requires 28 amps on the +12v and any good 450w psu can supply that. 450w is the absolute minimum I would ever recommend using though and that is assuming an Intel cpu. A good 550w is plenty for a 390 too.
 
My biggest issue with Amd cards is they have a tendency to spike. The Gigabyte cards are about the worst for this, but they all do it. Sure a card runs nominally at @200w, then spikes to 250w draw. Nvidia cards don't do this. It's why I've always err'd on the side of caution with Amd.
 


Agreed, and on this one I think Realhardtechx has it wrong. All the other recommendations I see for the R9 380 are 28A and a 500w PSU, including the MSI recommendation. I think a 550w Leadex that can probably do 600w is fine for that card. But if you can afford the 650w and the prices are not too different, then it might be a safer bet that gives you some room for later expansion if you move to a higher end card, or some overclocking.
 
All cards spike at some point or other. Some spikes may be more or less, but they all do it. I've seen Nvidia cards spike just as high as equivalent draw AMD cards. I also hadn't noticed that any one brand did it more prominently than any other, although I suppose it's possible.
 


Judging on what I've read I'd say that the VS450 seems to be more passable.

Go for the delta made Basiq 430 instead, good design and will likely last you 5 years or more compared to the 3 that the two you listed are rated for.

 




From the reviews that I've seen both sides spike to a higher wattage. I've seen variations of the GTX 970 spike up to 280w in plenty of reviews for example. Now I don't know how frequently this happens when comparing AMD to Nvidia, but both have spikes. I think you're safe in any circumstance with a good 450 watts on a GTX 970 or R9 380 personally. Usually the system usage would be below 350w and even if it spikes it shouldn't be a problem.
