Question about cpu usage spike

Upon starting Google Chrome or some other demanding program, my CPU usage goes up to 100% for a couple of seconds, then drops to normal levels. Is this normal?

System info:
Processor AMD Athlon(tm) II X2 240 2.8 GHz
Video Card ATI Radeon HD 3600 Series (Microsoft Corporation WDDM 1.1)
RAM Memory 4.1 GB (2x2GB DDR2 800Mhz)
Operating System Microsoft Windows 7 Ultimate Edition (build 7600), 64-bit
Service Pack 0
Edition Ultimate

Yeah, I know it's quite slow, will be replaced soon though. I also wanted to ask, if somebody knows, is it normal for flash player on google chrome to be so heavy on cpu? For example upon running a facebook game or something similar. When it's started, at first cpu load would be 100%, then, after game loads, it would drop to around 50%-60% and it would range from 50%-90%, some times even 100% during gameplay.

Actually browsing any page with high graphic content would cause at least 70% cpu load, so yeah as you said it's all most likely due to outdated cpu.
