Question Radeon installer will not work

After upgrading my build and getting help with clean install I now have another problem my radeon rx 6600 xt is installed correctly the lights and fans work and was used in previous build but does not show under anything. I have tried to download the drivers from amd website but get error 173. The card is used and came with no disc. I have updated the motherboard and using the cpu integrated graphics. There are no drivers on C just the fresh win10 install, what can I do?
Intel core i7 6700 (intel hd graphics 530)
Asus prime b250m-c
Corsair vengeance 16gb ddr4
radeon rx 6600 xt 8gb
Update
I found my old GeForce 750ti and it's letting me install the drivers I have HDMI cable from card to tv. I just don't understand though why the other wouldn't work.

I got everything downloaded unpacked and tried to install, failed on eveyone said nothing to install or not found.

On a whim what setting are BIOS set to Legacy or UEFI. The GTX 750 can work in one or the other but the AMD Radeon RX 6600 XT is UEFI only

There are 8
1-4 is uefi hdd,CD-ROM,USB,lan
5-8 is legacy I tried to change legacy but it switches uefi ones to legacy.

Those have nothing to do with your problem and disks can't be UEFI or Legacy, Bootable disks can be formatted with MBR table that usually goes with Legacy/CSM BIOS or GPT with UEFI form of BIOS.
Your BIOS can be set to CSM=Legacy mode and when you disable CSM it will switch to UEFI mode.
Drivers are always installed on the disk you boot windows from on C:\ partition and it really doesn't matter from where they are installed, HDD,SSD,USB dongle...
For AMD GPUs, when you run driver.exe file it unpacks it to folder C:\AMD and installs from there.
Latest driver is Adrenalin 24.7.1 available from AMD site. Driver name is
whql-amd-software-adrenalin-edition-24.7.1-win10-win11-july19-rdna.exe
If driver fails to install something must be wrong with your Windows or not up to date. Adrenalin and drivers run on .NET environment so up to date .NET runtime library has to be up to date too.
First check for Windows updates and run SFC /SCANNOW from Command prompt (As administrator) which should show any widows corruption and fix it.

I checked and eveything is up to date but still cant install the amd software. I am truthfully about to give up on the rx 6600 xt and just look for another geforce and psu like Imper0r suggested.

the mb came very clean information said pulled from another PC
