Question Random second Freezes/FPS Drops/stutter in games that are played in borderless or Fullscreen

Problem​

Hello I have a sudden problem with my games fps and im just out of ideas what to do so I hope you can help me. The Problem is as follows: Whenever I play a game in Borderless or Fullscreen the game has random Freezes/FPS Drops/stutter for a second or less. It started as far as I know as I started playing "Monster Hunter Wilds" where I first thought that it only happens in Monster Hunter Wilds because its known that the performance of the game is bad so i just thought that im unlucky that it runs poorly on my system for example the Freezes/FPS Drops/stutter happen in Monster Hunter randomly when I play it shows itself in form of fps as a drop from 60 fps to 50 fps but on screen it is like a freeze or still picture for a second if i play with Frame Generation it is also appropriately translated so instead of 120 fps it drops to 100 fps. I realised after I played The Witcher 3 which was running fine with stable 144 fps as long as I played it in Fullscreen but now it has the same problem as well so I tried a few other games aswell and the Issue is also happening there. I tried to fix it with all the things I could think of which are:

Things I tried:​

  • turned off the other 2 Monitors which are not used for the game
  • setting the refresh rate on all monitors to the same
  • disabling vsync and freesync/premium freesync
  • used supportive settings in amd adrenaline like fluid motion frames, enhanced sync or anti lag
  • setting the resolution on all monitors to 1080p
  • closed mostly all non important background apps/activities like razer synapse or xbox gamebar and so on
  • disabled overdrive of Monitor
  • capped framerates in game and windows to lower rates like 60 or 120 so they match the fps I reach
  • used borderless gaming sofware which transforms windowed to borderless
  • disabled hardware acceleartion for gpu in windows
  • updated windows and gpu driver
  • observed utilisation of cpu and gpu and they dont get too hot and are for example in Monster hunter at a usage of 60% so not really high usage the only thing I Could see is at the drop of fps gpu usage also drops like 5%-8%

Issue happening​

  • League of Legends
  • Monster Hunter Wilds
  • Witcher 3
  • Subnautica
  • Dishonored Death of the Outsider

Issue not happenning​

  • Overwatch 2 (Battlenet)

Things that helped or did a workaround or moments when issue is not happening:​

  • If I play Monster Hunter Wilds in windowed mode the issue is not happening
  • If I set the referesh rate to 120 in windows and game the issue is not happening in but only Witcher 3
  • Issue is not happening if I watch Videos on youtube or so or if im just on desktop or sufing in browser only happens in games

Things I did speciffically in Monster Hunter before I knew the Issue was with all games:​

  • installed Reframework
  • installed Directstorage DLL upgrade
  • installed disable Lens (only visual preference mod)
  • installed Persistent buff removal (only visual preference mod)
  • installed DLLS swapper and updated all DLLS version for Monster Hunter Wilds
  • installed dlssg to fsr3 mod
  • installed Reshade with Profile from "MH Wilds Unfogged SDR" Mod
  • used lowest settings but didnt help

Other issue I got​

If I drag the WIndow in window mode on another monitor the performance of the Game is dropping like 40% or even more it goes from 1440p to 1080p but frames now only hit like 70 instead of 120 stable like before only tested in Monster hunter

  • Motherboard: MSI Tomahawk Wifi AMD B650 So.AM5 ATX
  • CPU: Ryzen 7800X3D
  • GPU: AMD Radeon RX 7900XT 20GB (Speedster Merc 310)
  • RAM: 32GB (2x16GB) Trident Z5 NEO Expo RGB DDR5-6000 DIMM CL30-38-38-96 Dual Kit
  • NVMe SSD: 2TB WD Black SN850X M.2 2280 PCIe 4.0 x4 3d-NAND TLC
  • PSU: 850 Watt Corsair RMx Series Modular 80+Gold Black Label
  • Main Monitor Horizontal 1: AOC Q27G3XMN 1440p VA 180hz
  • Side Monitor Horizontal 1: AOC 27G2G4 1080p IPS 144hz but set to 120hz cause pixel lines issue
  • Side Monitor Vertical 2: AOC 27G2G4 1080p IPS 144hz but set to 120hz cause pixel lines issue

I hope someone has a clue what I can do all help is really appreciated I just dont know what to do anymore the only thing I can think of is reinstalling windows but before I do that I wanted to ask if someone has an idea.
 
For the sake of relevance, what BIOS version are you on for your motherboard? Use DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually install the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

Out of curiosity, how old is the PSU in your build?

  • The version I run is not really up to date but I didnt thought of changing it cause my system ran stable its the Version: E7D75AMS.174 which is from the 8th of january in 2023
  • I did the thing with DDU but it didnt help
  • The PSU is like the whole system 1.5 years old and it were all new parts at the time I build it no part was transferred from an older system or bought used
  • something new happened but it was before I did the DDU thing i dont why but I played witcher 3 again and now it was fine and stable at borderless and 144 fps cap ingame and 180hz set on monitor I didnt do anything different then before but the issue is still happening in Monster Hunter (i didnt check the others)
