Question Randomly dropping to 20 something fps in all games

I randomly drop to between 10 and 26 fps in every game, sometimes every 10minutes, sometimes every 5 minutes, sometimes every 2 minutes. Once I checked my task manager while playing a game, from what I saw, the game plays in about 50%CPU Usage and 90-100%GPU Usage, when that happens the CPU Usage dropped to 20% and GPU Usage to 0%.
Is there any fix or can anyone help?
