Question Reseated CPU... Not sure why my PC won't display!

Hey y'all... I have had a slight issue:

I removed my CPU cooler (A BeQuiet Pure Rock 2) to replace the thermal paste on my Ryzen 5 5600x (the temps were ridiculous so I just thought I'd give it a go). However, the first time it did not boot when everything was screwed back on. Concerned, I then did the same process again without redoing the thermal paste. I removed the cooler to reseat the CPU (it was done correctly with the arrows pointing the right way don't worry) and when I pressed the on button, the lights came on, fans started spinning, but none of my peripherals like mouse and keyboard worked, and my monitor displayed nothing except a "standby mode". I've read onto a few different forums but none seem to be the actual problem I am having. I checked over the CPU multiple times, made sure there was no paste on the actual chip itself, the pins weren't bent, but the system just won't give me a display. I've retried all the connections and reseated my RAM but nothing!

Next to my Motherboard 24-pin power connector are 4 very small white LEDs to indicate something or rather (I assume they're good if they light up). They read 'Boot', 'VGA', 'DRAM', and 'CPU'. The CPU light comes on white, with all the others off. Does this indicate that the CPU is functioning? Or that there is an issue with it?

For anyone who wants a little more detail on the actual cleaning process it went like this...

-CPU Cooler Remove -> wipe off old Paste with 90% alcohol acetone -> apply new paste as instructed -> CPU cooler back on, no boot -> Cooler back off -> remove CPU, check pins, check for spilt thermal paste, all good -> Check to see if boots (leave cooler off for a moment but plug the cpu fan in temporarily) -> no display or peripherals...

Another weird thing is that I can turn on the PC with the main power button on the top of the case, but when it comes to shutting it down, the power button won't respond and I have to use the PSU switch.

Really not sure what on earth is going on, a bit sick and tired of PC issues (I THINK ITS TIME TO SELL AND FORGET) but I'll be very grateful to the Sherlock who can solve my mystery...

CPU: Ryzen 5 5600x 6 Core 12 Threads (3,700Mhz Default clock - 4,700Mhz Boost clock)
GPU: MSI RTX 3070 Gaming Z Trio
Motherboard: AMD B450 A-Pro Max
RAM: 16GB (2x8GB) 3200Mhz
PSU: MSI A750GF 750w
OS: Windows 10
Drives: Windows installed on a 150GB SSD.

You might have killed the CPU. Remove it and check for bent pins. No real need to ever reseat your CPU.

The CPU light turning on, nothing else - is suggesting the POST process is getting 'stuck' at the first hurdle - the CPU.
Usually, it'll check/pass the CPU and move on. As the CPU is the first check/hurdle, you're likely looking there.

Visually inspect the underside of the CPU, look for missing or bent pins. Possible you damages something during removal & or re-seating.

I'd suggest breadboarding the system. The absolute basics. Clear the CMOS (button or remove the battery). CPU, MB, Cooler, 1xRAM & relevant PSU connections. See what happens then. You should see progress with the LEDs, clearing CPU, DRAM and getting stuck on "VGA" (as no GPU installed). If, even then you're stuck on the "CPU", you may well have damaged the pins or got something in the socke.t

Got it sorted now, thanks to you and the other commentor. Turns out the socket on the motherboard was sitting a bit weird, so the CPU wasn't sitting in correctly.
