Reset GPU CCC Settings Without Card Plugged In? PC Won't Boot

So I was tweaking my graphics card (Radeon 7950) settings the other day in the catalyst control center, and started playing some games. I was in the middle of Arma 2 when my PC shut off. I tried turning it back on and it would not reboot. I figured my power supply went out so I went ahead and shipped it back to XFX costing me $20. I went to Best Buy and bought a cheap power supply big enough to run my rig while my actual PSU is getting repaired. I went home and installed the PSU and I was having the same results. I figured out that my GPU is what is causing the problems. My PC boots and runs just fine when I unplug my GPU.

So what I want to try to do is reset my Radeon 7950 clock and power settings to default to see if it will boot. Is there any way to do this without plugging in the graphics card?
 

Never mind I totaly uninstalled all AMD Software. Didn't fix my problem though.
 
I built this rig about two months ago http://pcpartpicker.com/p/jQLk (850W Corsair PSU, Radeon 7950 GPU) and I tweaked some settings in the Catalyst Control Center (Turned up Core Clock and Memory Clock a bit and upped power by %20) so nothing too extreme and I've been on those settings for a while. So a few days ago I was playing Arma 2 and my PC just shut off. Hours of testing later I found out that it's my GPU causing the problems.

I've uninstalled all video drivers but it didn't work. When I turn my PC on it lights up and tries to start for just a second then shuts back off. Then I unplug the power cables from the graphics card and it boots just fine. I've tried this on both my 850W power supply and a brand new Dynex 520W power supply. What do I do?
