It means if you inserted a pcie4 GPU into your board it would work but at pcie3.0 speeds, which shouldn't reduce performance at all.

Pcie is backwards compatable. You can use a pcie 3 card inna pcie 2 board and vice versa.

So a 2080 and 3080 should both work, just at the max pcie gen your board supports.

Likely since its older board they haven't gone back and validated it with newer gpus so thats why the 20 series isnt listed. But it will work.

So what does it mean when it's backward compatible?
Like will it be a bottle neck, have slow downs/performance? Or do I need to worry about other issues?

I'd like to avoid damage to the card if possible if I were to put it on a lower pci slot.
