Question RTX 3060 12GB - - - green dots and artifacts with DLSS FSR on/off ?

For some time now, but mostly starting with MW2 (2022) leaking into Hogwarts Legacy and Dead Space remake, it seems to happen more when DLSS is on, but will happen if I push the settings too high without any of it. I get these bright green artifact at random, sometimes it looks like lasers. Sometimes it just a green block that shines super bright. It's usually fixed by swapping graphics presets but it's bothering me. I just loaded Resident Evil 7, all setinngs maxed and I tried FSR 1.0 and got very similar Green dots. I've been dealing with this for a year now, does anyone know what's up? I can post images of the artifacts themselves if need be
