Question RTX 3070ti Low FPS

Issue
I struggle to get over 40 fps (50 average in ship) in Helldivers 2 on my new used RTX 3070ti with low-mid settings. I see others with the same GPU at 80fps on ultra settings.

CPU sits in-between 50-60%
GPU sits at 15-20%
Memory is at 80%

Operating System - Windows 10 Prof

CPU - Intel Core i3-12100F 3.3 GHz Quad-Core Processor

GPU - NVIDIA Founders Edition GeForce RTX 3070 Ti 8 GB Video Card

PSU - Corsair GS700 700 W 80+ Bronze Certified ATX Power Supply

I ran a 3DMark test on steam and temps were around 70 for the GPU and 50 for the CPU

Is this a RAM issue or CPU issue? It seems that way to me but I thought a better opinion would be good before spending money. Any help appreciated, thanks!

I see others with the same GPU at 80fps on ultra settings.

Its really hard to compare your system to another persons, specially in terms of in-game FPS. Instead, use a benchmark score to get a rough estimate on if you are underperforming.

It looks like the CPU is a potential bottleneck, specially since FPS is determined on the CPU. Up the graphics (high-ultra) and see if the FPS stays the same/lowers/increases.
