Is it okay to buy a 2nd hand RX 470 4gb? like the owner used it for 1yr+ or less without overclock?

It was not used for mining and my psu is FSP 500W has pins for GPU and 3yrs old, the RX 470 is XFX and used for 2-3hrs gaming for 1yr +
