Hello, Is 80 °C normal temp at full load For My Rx 570 Asus expedition 4gb?

Normal? No.

Asus RX 570 OC Edition 4GB at gaming reaches up to 70°C and at torture, up to 75°C (source).
So, check the airflow setup of your PC and do clean the insides of dust, including GPU and it's heatsink.

Though, anything under 80°C is safe.

You'd need better ventilation/air flow inside your case. That's on the high side for that card. Not as much as it'd warrant throttling or damage but around 70 C is what it should be.
