Question Rx 580 utilization spikes

Hey i have a rx 580 nitro+ 4gig
And i get these spikes in the utilization of the gpu in msi afterburner and the amd software
I have seen the same problem on youtube and some people said to change the gpu
Is it the only solution ?

I7 3770k oc at 4.4ghz
Rx 580 4gig nitro+
8gig of ram 1600mhz
Asrock z77 extreme 9
I have an advance psu at 600w

And even when i try to change the fan speed or to undervolt the gpu in amd’s software the card just <Mod Edit> itself and shows just a color on the screen and i need to restart the pc

never heard of advance psu. test with a better psu?

I will try to buy a better psu
my gpu is not overheating but its running hot
I tried to undervolt the gpu because i saw a video of a guy that had this problem and he undervolted the gpu and it worked
And i even cant change the fan speed or undervolt the gpu with the amd software trying that will like show only one color on the screen and i need to restart the pc
I guess i need a new psu and a gpu
