Question Ryzen 7 5800x high temps, 70c idle 90c while gaming

Hello,
I recently checked my amd r7 5800x temps and i noticed that i am sitting at 70c idel and 90-91c while gaming. i have heard that this cpu should be hot but i dont know how hot it can be so i dont damage it. I currrently have an antec c40 pro cpu cooler, i know that its not that strong of a cooler but i want to know if upgrading it will help and keep my cpu.
so will a new cooler make a difference and you recommend to updrade?

mobo: asus rog strix b550-f
ram: corsair vengeance rgb pro sl 32gb 3600mhz
pc case: antec nx210 (case has 3 front fans and one fan in the back)

the ambient temperature is 24-28c

if therese anything else that i should supplt let me know.

Change the cooler , i have 5700x with Thermalright Phantom Spirit 120 EVO and with PBO enabled i have at full load 77c

what does pbo do?
and do you think wate cooling will be better to cool this proccessor down? or air cooler will be the best option?

Precision Boost Overdrive (PBO) allows the processor to run beyond the defined voltage values to the limits of the board, and allows it to boost at higher voltages for longer durations than default.
 
It needs a very good cooler to gain full performance out of 5800x. It took me a 360AIO To keep mine under 80c.
In mean time try setting Eco mode in BIOS which lowers power delivery and runs cooler. Other measure cold be setting Curve optimizer to negative value between -10 and -30
