Question Ryzen 7600x goes immediately overheats at first startup (95C-97C and over) then crashes , but comes back down to 45C after restart, works normally

This problem has only happened when my computer is cold, it's winter where I live rn and the nights reach 15C below, and the other time this happened was when my AC was pointed at my pc while I slept, and its not usual to use a heater here, so in the mornings, my room, my pc is ice cold to the touch and room temp is probably 16-20C, and when I start it up it hovers at 70C for the all the startup things and then at one point goes to 95C and then higher and higher until it crashes the computer, but on the second startup its all back to normal, idle temps are ay 45C-50C and the temperature never spikes to over 75C even in games. and runs properly the whole day.

the only thing I worry it could be is the bios, it hasn't been updated to the latest one when i saw it, it was at F3, while the latest version is at F9 I think, could updating bios fix it? I was putting it off until i get enough money to buy a 4tb SSD and tell the shop to do it since I'm worried if theres a power outage while I update.

Do you guys have any idea what could be happening? I made this computer about 6 months ago so I'm just full of anxiety xd. this has been happening for the past 3 days so is this a revealing problem about something deeper that I need to take in to the shop?

My system information:

MOBO: Gigabyte B650M DSH3

CPU: Ryzen 5 7600x

CPU Cooler: Lian Li galahad 360

GPU: Zotac 4080 extream airo 16gb

RAM: GSkill trident Z5 16x2 32gb 6000mhz

PSU: Corsair RM1000e

SSD: Samsung 980 1tb

My thought is that the fans may be cold/sticking.

May even be some freezing in the hoses....

Has to get "hot" to thaw things out. And too hot is not good.

Before starting up the computer aim a small fan into the slots and bring the computer up to room temperature before starting the computer.

Or aim the heater at the computer for a few minutes but not too close and do not leave unattended.

Use a thermometer to measure case temperatures.

FYI: 16-20c is well above freezing.

What are the specs and are those specs reasonably believeable?

can you expand what you mean by here?

i said 16-20 because i dont turn on the fan or anything when i sleep, and the windows here are a single pane, so i was just stating outside temps, my room would probably be closer to 20-22C ig, but my pc feels cold, very cold in the morning.

i go out to teach in the evenings for like 2 hours and the issue again occurs when i come back home and start it up.

rn i start the pc and head straight to bios and then start and it works fine from there, im guessing its either the mobo or the aio thats failing on first startup

The fans are designed to work within a certain environmental temperature range.

If the room/case temperature is at or even below that range then the fans may not immediately move or move freely until the temperatures warm up. End effect being no cooling airflows and the CPU overheats. May get hot enough to thermally shutdown.

So check the environmental temperature ranges applicable to the installed components. Place a thermometer in or on the case so you can directly measure the morning temperatures.

Case could be colder than room temperature if the case is sitting on the floor or in a cold draft or air pocket.

Just putting the case up on a table may keep things a bit warmer.

Find a way to keep the case warmer during the night. Or allow more time in the morning to allow the case and components to warm up to full room temperature.

my fans are working fine i can see them all spinning, my case is the lian li o11 dynamic xl, its right beside me on top of the table, i can see all the fans start up when i start the pc

Update the bios, if you haven't already. The AIO, it almost seams like the pump might have a thermal limit that it has to hit to start working. Any chance it's in a fan header that has a "quiet" setting to go idle until a certain temp?
