Question Screen stutter issue with Google Chrome and other browsers !

hello , yes i know this question was asked and got solution except .. it didnt work for me , i try 3 of these steps :
" Try running dism /online /cleanup-image /restorehealth in cmd and sfc /scannow in cmd aswell, also try running chkdsk. "

but it didnt work so if there is a way please do tell !

and i have a PC gaming that doesnt have this issue , any idea why ?

my laptop is Asus Intel(R) Core(TM) i7-6700HQ CPU @ 2.60GHz 2.59 GHz

8 GB Ram and i change it to SSD so i though it will be even better but still same issue , GPU Geforce GTX 950m !

i have this laptop since maybe 2015 - 2016 so its been long way and still working !

cpu/gpu temp 5%-24%/0 => i dont play on it only watching video and other normal browsering !
ram usage only at 75%
SSD 490GB Free !

no no its when i read Manga or anything that is long by scrolling down and up , after just 2-5 sec depend it just stutter and same video except if i dont move the mouse cursor for a few sec and move it again it will just freeze the video then go back !

so do i turn off hardware i guess ?

yes its a laptop and its on High Performance (well there wasnt a high performance so i create one) !

how many tab do you have open? could be just running out of system ram
