[SOLVED] Server for modded Minecraft

I want to build a server for modded Minecraft to play with friends. 24/7 online, a hundred or so mods, up to 8 players, on average 2 at any given time. I would like it to be quite silent too and not draw too much power but I still want my friends to have a good experience. Budget would be up to 400-500$ max. Just the server, no peripherals. Also I probably won't need a case since I have one from a very old computer.

Very likely that there will be contradictions: power requires cooling, cooling requires fans, quiet fans may be too expensive for your budget.
