A 1070 would do well at your resolution, but with prices how they are on 1080's you could also get one of those and would be fine. You really don't need a 1080 Ti as that is meant for resolutions higher than 2560x1440p @60Hz.

Really depends on your budget, Like I said it really just depends on wether or not you are happy with the performance, can you live with the performance another year or so until Volta comes out?

If you want to upgrade that bad I would say get a 1070 since it should run everything on Ultra at your resolution or if you really just want to blow everything away at max settings, with AA and other settings that don't really do much, get a 1080.

But if I were you, I would get a...
It also depends on what games you play and want to play. I have a 1080 and use it with my Ultrawide 3440x1440 and my side 2560x1440 monitor and I want to play games on the highest possible settings with 100fps, so I am upgrading to a 1080 Ti as soon as the AMP! Extreme edition comes out, even though I already have a 1080.

If you are satisfied with the performance wait it out and work on the rest of your system first, I like a good CPU update every two years or so, but if you don't like the performance, zero in on the part that you need more (in my case for WoW, I need a better CPU, but I won't get much by upgrading to Kaby Lake from Skylake so I am just waiting it out til the next 14nm refinement, or hopefully the 10nm architecture, so I have to wait it out, WoW's CPU optimization just sucks it barely knows how to use a quad core, and it won't use it well single core usage is ridiculous while the other 3 cores are barely used and the threads aren't even utilized) But in the case of games like Rise of the Tomb Raider, Far Cry Primal, and Battlefield 1, I can get more performance out of a 1080 Ti now, so I am upgrading, because I have to turn down some settings in those games and like I said I would like to run them in the highest quality possible at 100Hz.

But if I were you, I would get a 1070 and look into a nice 7th Gen CPU like a 7700K or 7600K, Both are significantly faster than yours with the 7700K being the best gaming CPU out right now.
If you don't really have the budget keep your GPU since its not really that bad, and upgrade the CPU (probably the MB and possibly the RAM depending on the frequency), and wait for Volta.
