Meh is just an expressive sound. (In this case something in the range of a dismissive shrug.) You know, like blah, eh, argh, yikes, doh, etc. It's kind of like a form of onomatopoeia, or something, I guess. I'm not sure what the exact word for that kind of word is. 🙁 It's been so long since I've taken English.

I've seen it used for both a "dismisive shrug" as you said, and for "me" in leet-speak ("phear meh" - kind of like "ahh pwn j00", where "ahh" is "I").

It's sad that I know this.
