Question slowish start up and laggy/choppy bios

So i recently built a pc (will list specs) everything was fine until a couple weeks ago where i noticed a bit slower boot time probably about 18-20 secs from me pressing the power button to windows. then i went to the bios and it was running at like 2 fps and was just painful to use. i have tried everything to fix it apart from remounting cpu or tearing my pc down and rebuilding it or a flash bios. I have tried cmos reset mem test and more. the computer is fine once in windows with no lag good temps and no freezes. Any ideas?.

MOBO: Asrock b360 pro4
GPU: 1070ti
RAM: Hyperx Fury 2666mhz ddr4
SSD: 860 evo 1tb
PSU: 650w EVGA supernova G1
