Speaker playback?

voice like a time and temp service only when my speakers are on very low, there newish logitec 5.1 speaker setup and for 1 i dont know how to get my rear speakers working at all if i plug them in its just a buzzing noise and the left and right frount work but if its not on relay load i get a time and temp service sound, i hear a pin ping ping and then a robotic mans voice telling me about time temp weather ect, theres no radios and other then my compi have a lamp in my office


(at the time 19 hours 13 min cordanated universal time) something like that is what hes saying

Im def not trolling, ok so to best descrip it, i have my speakers on..and if i dont have sound comming out like music or a game, this backround noise can be heard ( the time and temp thing i described earlyer) im not sure how to fix it, if i need a nw sound card or what? there very new speakers and i know for sure its not my phone interferance or anything like that.
