Question Strange situation with my D: Hard drive after a power outage

Hello I've been looking for an answer and I need your help

My D: hard drive is damaged and I have no idea what to do.
It happend after a power outage a few month ago.

Here are the symptoms :
Can't creat new folders nor files (Error : 0x8000FFFF)
Can't delete anything from the hard drive

Can acces all the files and open them but it's slow as hell
Can transfer the files to another internal or external drive but it's slow as hell

Any ideas ? It take 5 minutes to transfer a few mega to another harddrive I have 500Go there so it seems really impossible to transfer everything.
I've been relying on my C drive for now but I need more space....

Can you show screenshot from HDtune health?
Your HDD most likely is on its' way out. Ultra slow performance could indicate a lot of relocated/pending sectors.

Yes, that's it.
See - 2704 pending sectors there? Pending means, the sector could not be read.

Pending status gets resolved by overwriting the sector. You can do that with MHDD (scan with relocate option).

Any risk of loosing data doing this ?
Also does formating solve the problem or not ?
