My PC restarts unexpectedly. How do I troubleshoot the problem? What are the steps I should take?

Asus ROG Strix Z490-A Gaming
Corsair CV 650W
Zotac AMP White RTX 3060
Samsung 970 Evo Plus 500GB
Corsair iCUE 220T RGB Airflow
Corsair DDR4 3600 2x8GB (CMW16X4M2C3600C18)(Micron)
**RAM running at 3466 XMP turned on. For some reason 3466 applies even though bios show target ram frequency as 3600
Is my power supply not enough?
Update - March 4th
I swapped the VGA and used a Gigabyte Windforce GTX 970 OC and restarting issue is gone. Also I had this problem the first day I installed the 3060 but it went away. Yesterday I updated the bios and that's when the issue reappeared. Can't be bios problem because the system now works with 970 right?
