Question Stuttering in games after clean windows reinstall

Hi,
I have a problem with stuttering in games since I reinstalled windows, because i had BSODs.
Luckily after reinstalling them I haven't experienced them anymore, but I have a performance issue and the screen stutters occasionally in games for less than a second
I also feel that in-game rendering range has deteriorated textures, shadows can load up at close range.
I have already tried with other drivers from the graphics card.
I have a high performance plan set up.
I did sfc / scannow.
Dpc latency is normal.
I reinstalled the system again and nothing helped.
Help me guys.

Windows 10 Pro
Gtx 1660 super OC 6gb
i5 9400f
16gb ram 2666mhz hyperx
Gigabyte H310M DS2 2.0 (F14a BiOS)
Iridium Pro 512gb SSD
Adata SU630 SSD (system)

In the witcher 3
68 C on gpu
about 65 C and 70 C on cpu
usage in forest is about 60, 70 on gpu and on cpu about 40
in novigrad about 50, 60 on gpu and on cpu about 60, 70
